The following item(s) affect you. Please take a moment to review the items and contact your HOA with your thoughts, energy and ideas. Remember that collectively we can make changes for the better of us all.

Issues:

Water rates increase by Electric City Utilities (ECU).

May - July 2004 :

-The Water and Sewer utility that serves our Subdivision is owned an operated by the City of Anderson. In a May article in the Anderson Independent Mail Mr. John Moore (City Manager) was quoted saying that rates would be increased for ECU customers who do not live in the city (a total of about 5000 customers including our Neighborhood) in order to "defer a property tax increase in the City". We are now "subsidizing the lifestyles" of City Residents through higher water rates. The City plans to raise close to a million dollars of revenue through the rate increase which started with our July 2004 water bill.

December 15 2004:
- Legislation was introduced into the State Senate (Co-Sponsored by our Senator, Mr. Kevin Bryant) that would require that Municipality Owned utilities charge residents and non residents the same rates. We would like to thank our neighbor Councilman Michael Thompson for bringing this to our attention.

County Maintenance of Roads

August 2004:

The Developer of our subdivision was supposed to create a set of roads that would be accepted into the County system. Apparently certain roads in the neighborhood do not meet the specifications of the County and are not eligible for County Maintenance.

One of our Neighbors, Mr. David Scott, did research on the matter and was kind enough to put together his findings in the following letter.

08/30/2004 - At the August 30, 2004 Board Meeting a resolution was adopted to contact the developers of Hunters Glen to remind them that they did not create certain roads per Anderson County Standards and to warn them that we will file suit against them if they don't bring all the roads up to standard. The developers were given thirty days to respond.

11/04/2004 - Anderson County Transportation Engineering Division's Estimate to repair the private roads in the Neighborhood.

11/13/2004 - A Special Meeting was held. The members voted to authorize the board to spend funds to file suit against the developers. The purpose of the suit is to make the developers bring the deficient roads up to County Standards.

December 2004- Lennar has indicated their willingness to make some repairs to phase III and IV (the new section of the subdivision) but has not given us a time to complete the work. The list of work they provided did not match the list provided by the County. The developer for Phase II (Hunters Lane near the pool) R.D. Garrett and Associates has refused to bring the the roads to standard. We have instructed our Attorney to pursue all necessary means to compel both developers to complete the work they started.

1/06/2005 - Councilman Michael Thompson has indicated that he will investigate and pursue "other means" from within the County to compel the developers to complete the work they started.

1/15/2005 - Councilman Thompson has not been able to discover a method to apply leverage on the developers.

February 2005 - A lawsuit has been filed against the developers to force them to bring the roads up to Anderson County Standards.

January 2006 - Progress report- Our efforts are beginning to have results. The area roads called Phase III have been repaired to a point that is acceptable to the County. At the County Council meeting of January 3rd, 2006 the Phase III roads were accepted into the County Road System by a vote of County Council.
The Phase II road (Hunters Lane from the Pool to the back of the neighborhood) is still not accepted and we are seeking help from the Courts.


September 2006 - Progress report- The Courts have ordered Anderson County to accept the Phase II Mediation agreement. The repair to the short section of Hunters Lane should be started and completed prior to Christmas 2006. After the completion of the work, the roads will automatically be a part of the County System.

December 2006 - Work completed on Phase II section of the roads. On December 27th 2006 the County issued a certificate of compliance for the last section of road. All roads in the subdivision are now part of the Anderson County road system.
